You can take a full tour from Cebu City or Moalboal with a van, but I would not do that. Rent a motorbike and enjoy the drive. Stay there for a night and do the whale shark swimming in the morning the next day.
The cost of swimming with the whale sharks is 500 PHP per person. If they ask more, you are at the wrong place, and the extra fee is the resort fee for sitting and waiting at their property.
Jessa and I have done this twice now. However, Jessa could not swim this time because of Liam, but she got to see them from the boat.
This is one activity I would easily pay much more for to experience. They are huge, beautiful, and gentle. Spending 30 minutes with them is well worth the trip to Oslob.
